Please help me I've got PS3 troubles!!

I've recently connected my playstation to the PSN but I am currently experiencing problems. I updated my ps3 to update version 2.50 and all was well but when I then start to play pro street update version 1.3 pops up. I'm in 2 minds about wether to download this update as i've seen bad reviews of it on forums. And surely if I have the newest version (2.50) I should'nt need version 1.30? But i cannot race online as the version update pops up everytime I try to go online. So I tried to download the update but it comes up with error (80710723) after 3%. I'm not sure wether it's my wireless connection that is the problem? But I can connect to the psn store and the browser for as long as I like. Please help I've been looking forward to racing online but haven't been able too.

Supposedly you have to open ports to fix this problem.
