You basically need to upen up your controls. My controls>Edit Signature/Edit Avatar Settings. then from there you get the url of your picture. Remember that your sig must be under the limit (500 px. height by 200 px width), and your avatar's 100 px by 100 px.
Also, do not hotlink your picture from another site! Get your pic, upload to photobucket/imageshack/ other free hosting sites, and then put your url into the sig.
For the sig, you have to tell the board that it's a picture you want in your sig:
