Wireless Belkin Red Light on World Icon Problem

I have a Belkin Wireless G+Mimo ADSL 2+ Modem Router, which I had been using for about 2 years now and now the modem router shows a red light on the worldwide icon. Hence, the wireless connection is stopped and even when I directly connect my laptop to the router via an ethernet cable, the internet still doesn't work.

So what is the reason for this, is there a way to fix it?

Should I buy a new modem router? A belkin or speedtouch one? I'm used to the belkin one because I can adjust its DMZ to my 360 via the 192.168.2.1 webpage. The reason I'm asking is because I keep hearing that speedtouch is way better than the belkin routers.

Also, is static ip address always better than a dynamic one?
