Like a popup when you click the link? Baka-ost has a popup then a link in there for the actual download. It never bothers me as long as it does not interfere in the download
Ok this is what i think.
When people click to download an episode say episode 108 Naruto.
You have a poll that says yes, no, or no comment.
To proceed to the next page they have to vote one of the 3.
Then it redirects to the authorization page where you get a username/pass so you have to input that when the download file asks you for it.
Basicly it looks like this
Naruto Episode 108 >> Poll >> Download link page with the authorization details
So basicly you can't download until you have given an answer.
If you put it alongside the download link, people would rather download then vote and wait for it to refresh, that is what i think.
I don't recommend having comments posted because as you said not worth while. Only a poll with a tick for your answer would do.

I'm not sure that even if you force a vote, option 1, that you will get any real results. Even if you wanted to use the voting to choose which anime to host, the results could be so false that you drop something people really liked. Remember that anyone can download, not only members of the forum. Plus if you are downloading an episode, you probably like the anime. You're going to vote yes... just to make sure it stays on.
I don't know if voting with the download is a good idea as anyone can download and they may just click to get to the download page. If it was after then they probably wouldn't vote at all.
Probably easiest to let the people who come into the forums vote regarding various anime, if they want to. A section with voting only perhaps ? No comments. The comments can be put into the appropriate section of the forums, so that the voting section doesn't get clogged up.

Wow... you are definitely one of a kind. No offense though. But how did you manage to resist the temptation not to watch the downloaded animes?
For me.... i download>>watch>>burn(if only it's worth keeping).
the only anime i've kept up with was naruto, fma, and one piece, even prince of tennis i have up to 100+ i only watched 10 lol

as for gilakid... i watch ... but i cant stay awake for 3 eps in a row ... so i sorta stop and start watching
i watch 2 in the monring and 6 at night
imagine i had 137 eps of pot
118 eps of one piece
i onli watched 27 eps of one piece
17 eps of pot
lolx ... and i got all this full series that is burnt and onli 2 eps are watched ...
anime like aishiteruze baby and naruto juss keeps me hooked i cant stop at 1 ... pot and one piece is also excellent but its my last year at school so i resist all temptations to watch continuously
